Steve GoddardCompany Director
Steve Goddard joined the Eastwood Park in 1981 as a Demonstrator, working across all delivered specialities. Subsequent employment involved moves to American life support / monitoring equipment manufacturers Puritan Bennett and UK medical gas system designers and installers MEDÆS Ltd.
Steve finally returned to Eastwood Park as Lecturer / Training Consultant, with particular responsibility for Biomedical Equipment and Computing Courses at Eastwood Park.
Stephen eventually assumed responsibility for the Authorised Person (MGPS) training provision of the Centre.
Privatisation of the organisation gave Peter and his colleague Steven Goddard an opportunity to establish (in 2003) MGPS Training Ltd (Now MGPS Services Ltd), a small company providing training and technical consultancy services to the healthcare sector.
Since forming the Company, Peter and Steve regularly carry out AP (MGPS) duties for routine operations and have been involved with major medical gas project work for various hospitals throughout the UK and abroad.
Other Company work includes conducting medical gas audits, risk assessments, compliance surveys and production of medical gas operational policies.

Peter WilliamsCompany Director
Peter Williams was an Authorised Person for medical gases (AP(MGPS)) when he was a Hospital Engineer and later Senior Hospital Engineer in the NHS during the 1970s and early 1980s. In 1983 he joined the NHS technical training establishment at Eastwood Park (Falfield) as a lecturer in the Medical Department, where he assumed special responsibility for medical gas courses.
In addition to running courses in at Eastwood Park, Peter was the first Falfield trainer to run “on site” medical gas courses, commencing in 1987. Peter has also been responsible for developing and delivering such courses for the healthcare sector in a number of other countries around the world, most frequently in the Middle and Far East.
Peter has been an Authorising Engineer for medical gases since 1988 and has probably assessed more medical gas APs than anyone else to date.

Andy CapperConsultant
Andy Capper undertook his engineering training within the British Ministry of Defence, serving a mechanical biased four year apprenticeship. On successful completion Andy continued work for an agency of the MoD at an international centre of excellence for climatic testing.
He then transferred to the private sector, undertaking facility management at Barnet Hospital, London, at the commencement of the 33 year build and maintain contract of one of the first stream of PFI contracts within the country. He was a key member of the facilities management team, working with the builders to ensure the cessation of building services to redundant buildings and commissioning the services in the new build. In his role as Maintenance Manager, Andy was an appointed Authorised Person for Medical Gases and High Voltage Systems.
Andy was able to use the knowledge gained at Barnet when he moved to Medaes Ltd as a contract engineer, where he was responsible for the design and installation of medical gas pipeline systems, source plant, and monitoring systems for NHS and private clients throughout the southeast of England. His work included the completion and subsequent commissioning of University College London Hospital (721 bed) and adjacent Elizabeth Garrett Anderson maternity wing.
Andy has been with MGPS Services since April 2009. His first contract involved the commissioning of the Queen Alexandra Hospital, Portsmouth and he is currently working on the commissioning of Pembury Hospital new build (513 Bed). Andy also provides AP duties, technical support, and operational management tools including: schedules, installation plans and schematics, compliance surveys and design recommendations.

Geoff DillowGeoff Dillow Associates
Geoff Dillow, BSc, MSc has a background in lecturing, physics, chemistry and electronics. Following NHS careers in Medical Physics and Sterilization, he took up his final NHS posting of Head of Training at the (then NHS) training centre at Eastwood Park in 1989.
Following retirement in 1996, Geoff established a small Consultancy in healthcare technical training and technology. The Consultancy specialises in medical gas systems and Geoff has worked with many hospitals in the UK and abroad, providing both training and project management services and developing medical gas Operational Policies.
Assessment of medical gas system compliance with current standards and guidance now forms a large part of his work.
Geoff is author of “Dental Compressed Air and Vacuum Systems” – 2003, a Supplement to the NHS Estates publication Health Technical Memorandum No 2022
Geoff is also co-author of the revised edition of HTM 2022 (HTM 02-01) and author of its Supplement ‘Pathology Laboratory Gas systems’ (HTM 08-06).

Bill HarleyCADHAM has a commitment to promote the continued improvement of Standards in Healthcare Facilities with the aim of improved patient safety and the safe, effective and efficient delivery of support services.
Company Director Bill Harley is a Past Chairman of The Institute of Healthcare Engineering and Estate Management (IHEEM), Scottish Branch. He continues to be an active member of IHEEM. Bill’s achievements have been recognised in the award of the Certificate of Merit by the West of Scotland Branch of the Institution of Occupational Safety and Health, for his work in occupational health and safety in the Healthcare sector. Bill also received an NHS in Scotland Award in recognition of his services to Healthcare Environmental Management. With over 30 years Healthcare engineering experience, Bill and his network of specialist colleagues bring their experience and knowledge to provide solutions and assistance in developing safe, effective healthcare facilities.
